SGA2-NZC
Speficif grant agreement nº2 to scale the cities missions platform
Description
The NetZeroCities (NZC) project’s main objective is to support cities selected by the European Commission to achieve climate neutrality by 2030, in line with the 100 Climate Neutral and Smart Cities Mission. The project accelerates climate action through research and innovation, offering a platform that provides customised assistance and services to participating cities.
NetZeroCities also reaches out to non-targeted cities (NMCs) and seeks to integrate and scale transformative solutions to achieve systemic change. The mission platform facilitates the creation of customised investment plans, ensures coordination with existing funding initiatives, and improves access to public and private financing.
Objectives
- Develop financial and technical services: Create and positively evaluate at least 80 customised investment plans for participating cities by 2026.
- Ensure complementarity with existing initiatives: Coordinate with entities financing decarbonisation and identify at least 50 public sources of capital available at European, national and local level.
- Facilitate access to public and private finance: Engage at least 50 sources of private capital and raise 25 investment bids, reaching an interim target of €500 million by 2027.
- Support the preparation of specific investment projects: Develop and support 125 specific investment projects and expand the financing framework to 50 cities by 2026.
- Expand and update mission platform services: Add at least 100 new resources to the knowledge repository and create a digital self-assessment tool by 2024.
Actions
- Analyse and Classify the Needs of NMCs:
Identify and rank the specific needs of NMCs to provide them with tailored support on their path to climate neutrality, using a self-assessment tool and city archetypes. - Develop and Enhance Mission Platform:
Create and enhance a digital platform including a portal and help system, integrating climate data and offering functionalities such as a space for climate contract submissions and a data visualisation dashboard. - Improve the User Experience and the Quality of the Portal Content:
Optimise portal content and user experience by continuously adapting and developing new resources based on the needs of NMCs. - Facilitate Peer Learning at European Level:
Establish online learning groups for cities to collaborate and share solutions to common challenges, with technical support and virtual meetings to co-design solutions and share lessons learned. - Measure and Evaluate Project Impact:
Update and improve impact metrics and monitoring and evaluation strategies to ensure they are effective and relevant, aligning city reporting with national and international standards and offering ongoing support in quantifying greenhouse gas emissions and other benefits.
Expected Results
- Designing services that enable the energy transition of cities through structured solutions.
- Create a digital self-assessment tool for 2024, improving the capacity of NMCs to plan and implement their climate projects.
- Creation of a portal to serve as a technical support for any city that wants to achieve climate neutrality.
- Identification of city prototypes within the European framework, as well as their relation to different actions to achieve climate neutrality.

SGA1-NZC has as an objective give support to 100 cities selected to be intelligent and climate neutral by 2030.
ASCEND
ASCEND aims to accelerate the implementation of Positive Clean Energy Districts (PCEDs) for the transformation of cities towards climate neutrality and social justice in Europe. To this end, Ascend will carry out the following measures.
SUPERSHINE
SUPERSHINE project is based on the renvoation of 3 pilot lighthouse districts focusing on the needs of the social housing inhabitants and on social assets generating high social capital and cohesion.

The project has as main objective to quantify the impact of the massive deployment of autonomous and connected mobility solutions in Europe through the development of a tool based in systems dynamic that will be build as of citizens and organizations perceptions collected in co-creation activities.
NEUTRALPATH
NEUTRALPATH has an objective to demonstrate the deployment of clean and positive energy districts (PCED) designed through participative processes focused on the citizen and that contributes significantly to the transformation of cities towards climate-neutrality at the time horizon 2030.
REHOUSE
REHOUSE project has as main objective the development and demonstration, up to TRL7, of 8 renovation innovative technologies packages, designed for covering a wide range of building renovation actions, allowing overcome the actual barriers that makes the renovation rates in Europe being low.
NetZeroCities
NetZeroCities recognisses the need for cities to develop specific strategies that are tailores to suit local and regional contexts, and will support them by aggregated and co-desgined services and thematic expertise through a one-stop-shop platform accessible to all cities through an online portal (Mission Platform)

SmartEnCity aims at a comprehensive sustainable urban regeneration model based on innovative technological solutions for energy, transport and ICTs
REMOURBAN
REMOURBAN’s objective is to develop and validate in three lighthouse cities (Valladolid-Spain, Nottingham-UK and Tepebaşı-Turkey) an urban, holistic and replicable regeneration model that facilitates the process of transforming urban environments into more sustainable and intelligent areas.
CITyFiED
The CITyFiED European project, co-financed by the European Commission under the Seventh Framework Program, aims to develop an integrated strategy to adapt existing cities to more sustainable and smart cities.
